本文以党和国家关于深入实施西部大开发的精神为指导,对西部资源开发的生态负外部性、社会负外部性和民族负外部性等三大负外部性进行研究论述,提出了矫正西部资源开发三大负外部性的对策:矫正西部资源开发中的生态负外部性,应采取:建立生态损害补偿保证金制度;提高矿产资源和水资源补偿费标准。矫正西部资源开发的社会负外部性主要应采取:老百姓的利益和谐;建立矿/群、库/群等矛盾引发的群体性事件预防治理机制。矫正西部资源开发民族负外部性:在资源开发活动中关注少数民族经济特殊性,加大对少数民族群众的补偿;在资源开发活动中关注少数民族社会结构特殊性;在资源开发活动中关注少数民族传统文明特殊性。
