当前,中国各地欠发达地区都想通过招商引资、 项目推进来带动本地区经济的发展。但是,从江苏省 大丰市的实际情况来看,在招商引资热的同时要学 会冷思考。 思考一:有量无质问题。为突出政绩,完成政府 下达的招商引资任务,盲目立项,缺乏长远规划,对 外商投资企业只注重引进的前期管理、立项审批等, 而忽视立项后的跟踪监督和后期管理等,导致企业 上的快,关的也快。截止2004年末,大丰市已注册登 记的外商投资企业300多家,但有出口实绩的企业 只有70多家,出口创汇企业不到四分之一,大部分企 业是名存实亡的外商投资企业。
