Establish a scientific evaluation system of competency, a comprehensive and meticulous examination of evaluation cadres. Competency assessment refers to the use of scientific methods and techniques to assess the individual’s ability to adapt to job requirements and development potential. In June 2008, a special task force was set up to carry out the evaluation system of leading cadres’ competency.
