高科技素质与人文素质是高素质军事人才的“两翼”,在大力提高军事人才高科技素质的同时 ,绝不可忽视另“一翼”,即人文素质的培养与提高。人文素质作为高素质军事人才的重要素质基础 ,是高科技素质的重要依托。当前 ,我军干部队伍的高科技素质还比较低 ,是不争的事实。说人文素质还比较低 ,还不能完全适应军队质量建设和高技术战争的需要 ,未必没有不同意见。在大力培养高素质军事人才的今天 ,加强干部的高科技素质培养无疑是正确的 ,但是 ,如果放松了人文素质的培养 ,那将是十分错误的。只有高科技素质和人文素质两手抓 ,才能锻造出真正适应我军现代化建设的合格人才。
The high-tech quality and humanistic quality are the “two wings” of high-quality military professionals. While vigorously raising the high-tech quality of military personnel, we must in no way neglect the cultivation and improvement of the humanistic quality of the other “one-wing” personnel. As an important quality foundation of high-quality military personnel, humane quality is an important support for high-tech quality. At present, it is an indisputable fact that the high-tech quality of our army cadres ranks relatively low. To say that humanistic quality is still relatively low can not fully meet the needs of the army's quality construction and high-tech war, and may not necessarily have no different opinions. In vigorously training high-quality military personnel, it is undoubtedly correct to strengthen the cultivation of high-tech cadres. However, it will be very wrong to relax the cultivation of humanistic qualities. Only by grasping both high-tech and humanistic qualities can we foster qualified personnel that truly adapt to the modernization of our military.
