通过应用晋西北地区淤地坝典型调查资料，结合水文观测资料的分析，提出：把淤地坝按已经淤满和正在淤积尚未淤平分别计算年减洪量和年减沙量，使计算结果符合多洪多沙年（丰水年）淤地坝多蓄多拦这一基本特征，为黄河中游淤地坝拦蓄效益计算提供了新的途径，在晋西北片水土保持措施减洪减沙效益研究中，该方法得到成功应用。
