工会工作的基础和重点在基层。只有基层工会的工作做好了,职工群众的工作做好了,工会的工作也就做好了。工会经费是工会工作的物质基础,我省实行地税机关代收工会经费以来,基层工会有了较多的留成经费。但如何管理和使用好经费仍存在一些问题,需要采取措施改进。一、基层工会财务管理存在的问题近年来,随着建立账户的基层工会组织逐渐增多,一大部分基层工会特别是小型基层工会在经费管理和使用方面出现了一系列问题,距离全总《工会财务会计管理规范》的要求相距甚远。
