民营化改制在全球已然成为一股不可逆转的趋势,我国当前正处于市场经济体制改革的大环境下,公共服务市场化进程逐步加快,而与此同时,“看病贵”、“看病难”等问题却愈发凸显,在这样的背景下,如何把市场激励机制引入医疗体制,提高医疗体系下的效率就显得尤为重要作用。我国公立医院在民营化进程中遇到了不少阻碍,甚至2009年新医改方案实施前后,一些地区甚至出现了政府回购民营医院的现象。如果将改革的失败单纯归咎于医疗服务体系的市场化显然是不合理的,政府没有明确公立医院民营化中的责任而导致的错位、越位和缺位难辞其咎本文基于上述背景,结合笔者对于浙江省公立医疗机构民营化改革实地调研的研究发现,论述公立医院民营化中的政府责任问题。希望为进一步升政府合同治理能力提供新的思路与建议。
