本刊1961年曾举办立卷问题讨论会,编辑室写文章发表了看法,刊登在当年第四期上。从那以后,立卷工作已经有了很大发展,特别是党的十一届三中全会以来,全国文书、档案工作者拨乱反正,解放思想,在立卷工作中又摸索出一些新的经验,许多地方进行了立卷原则和方法问题的讨论。本刊已经收到不少来信来稿,就这个问题发表意见,并建议在刊物上开展讨论,本期刊登的郑南同志的信就是其中的一件。我们认为这些建议很好,决定从下一期开始进行立卷问题的专题讨论。我们想,这次主要讨论现行文书立卷的原则和方法。希望大家遵循党的思想路线,实事求是,各抒己见,踊跃参加讨论,总结立卷新经验,深入研究新问题,以促进立卷工作科学化,把案卷质量逐步提高。在讨论中,一定会提出各种不同的见解和做法,那都只能作为研究问题的材料,而不能立即用来指导现实立卷工作。希望大家不要根据讨论中提出的意见和做法轻易推翻原来的工作基础,不要去调整原有案卷,以免造成不应有的损失。让我们大家一起把这次讨论办好吧!
Articles published in 1961, organized a discussion forum, editorial room published articles published views, published in the fourth issue of the year. The magazine has received a lot of letters and contributions, to express their views on this issue, and suggested that the discussion in the publication, this issue of Comrade Zheng Nan letter is one of them. We think these suggestions are very good and we decided to start the thematic discussion on the issue of volume from the next issue. We think this time we will mainly discuss the principles and methods of marking up the existing instruments. We hope that everyone will follow the Party’s line of thought, seek truth from facts, express their own opinions, actively participate in the discussion, summarize the experience of establishing new volumes, and study new problems in an in-depth manner so as to promote the scientific creation of the volumetric documents and gradually raise the quality of the files. During the discussion, different opinions and practices will certainly be put forward. All these can only serve as materials for studying problems and can not be used immediately to guide the actual work of creating rolls. I hope all of you will not easily overturn the original basis of our work based on the opinions and practices set forth in the discussion and refrain from adjusting our existing files so as to avoid undue losses.
