近几年,安徽的社会治安形势严峻,刑事犯罪案件一直居高不下。据统计,1993年安徽全省立刑事案件为25196起(含很大“水份”)比1983年增加12.1个百分点。其中真实程度较高、参考价值较大的重特大刑事案件,1993年立9000起,为1983年的2.4倍。事实上,刑事大案只有“严打”后的1984年降了一下,1985年后一直呈直线土升,进入90年代后,一直保持在9000起以上。当前安徽省重大刑事犯罪活动出现的新变化是:犯罪向暴力化、智能化和有组织化发展暴力案件急剧增加。1993年,杀人大案立658起,比1990年上升24.6%,是1983年的2.74倍;伤害大案立552起,比1990年上升65.3%,是1983年的4.24倍;抢劫大案立1880起,比1990年上升64.2%,是1983年的9.85倍;盗窃大案立3919起,占当年全部刑事大案的43.5%,是1983年的9.44倍。除此之外,绑架劫持人质、制造爆炸、持刀杀人、持枪抢劫等严重暴力案件立140起,比1990年上升89.2%,是1986年的10倍。
In recent years, the social security situation in Anhui Province is grim and the number of criminal cases has remained high. Statistics show that in 1993, 25,196 criminal cases in Anhui Province (including large “water”) increased by 12.1 percentage points over 1983. In 1993, a total of 658 killings occurred, an increase of 24.6% over 1990 and 2.74 times that of 1983; a total of 552 injuries were caused, an increase of 65.3% over 1990 and 4.24 times that of 1983; Up by 64.2% over 1990, 9.85 times that of 1983; 3919 cases of major theft, accounting for 43.5% of all criminal cases in that year, 9.44 times that of 1983. In addition, the number of serious violent abductions and hostages hijackers, explosions, knife killings and armed robberies was 140, up 89.2% over 1990, 10 times that of 1986.
