前言中共中央、国务院《关于加速科学技术进步的决定》提出了“科教兴国”的伟大战略方针,进一步从理论和实践上阐述了邓小平同志“关于科学技术是第一生产力”的论断,是保证国民经济持续、快速、健康发展的根本措施,也是促进电力工业发展的必由之路。从现在起至21世纪初的前10年,是国家经济发展的关键时期,经济振兴,电力必须先行。作为电力工业的重要组成部分而大力开发的水电,要充分利用科学技术作为强有力的支撑,大幅度地提高开发、建设的质量和劳动生产率,促进水电建设切实转移到依靠科技进步
