2007年1月,河北省政府召开全省集体林权制度改革工作电视电话会议,标志着集体林权制度主体改革在全省推开。全省除19个试点县外林改任务为6640万亩,涉及151个县(市、区)、1736个乡(镇)、40202个行政村。经过层层发动,目前全省共有39198个行政村建立了林改领导小组,占应成立总数的97.5%;共有39052个行政村制定了林改方案,占应制定总数的97.1%;共有36180个行政村完成明晰产权超过80%以上。实践证明,集体林权制度改革工作的重心在农村基层,基层农村组织、林农群众、林业工作站是关乎改革成败的三个关键点。
In January 2007, the Hebei provincial government held a teleconference on the reform of the collective forest tenure system in the province, marking the major reform of the collective forest tenure system in the province. In addition to the 19 pilot counties in the province, the task of forest reform was 66.4 million mu, involving 151 counties (cities and districts), 1736 townships (towns) and 40,202 administrative villages. At present, 39,198 administrative villages in the province have set up leading groups for forest reform, accounting for 97.5% of the total number of establishments; a total of 39052 administrative villages have formulated forest reform plans, accounting for 97.1% of the total number of establishments; a total of 36,180 Administrative villages to complete more than 80% clear property rights. Practice has proved that the focus of reforming the collective forest tenure system is at the grassroots level in rural areas, grassroots rural organizations, forest farmers and forestry work stations, which are the three key points concerning the success or failure of the reform.
