本会直属各机关保密工作,自去年五月根据中央指示进行整理以来,在整顿组织、建立制度、检查工作等方面,均获有一定成绩,失密、泄密事件已逐渐减少。但由于某些领导干部对此工作未认真负责去管或籍口工作忙而不愿去管,部分干部思想麻痹,缺乏敌情观念,甚至有的认为无密可保,以致制度尚不健全,保密范围仍不明确,因而对干部缺乏经常全面深入的保密教育,保密工作的执行只限于局部的少数人员(机要干部),而未能全面展开;任用机要人员,亦始终未严格选择、审查,按编制予以适当配备;干部问题便传播秘密消息,处理电报及机密文件的手续不严,丢失现象依然存在,甚至遗失后而不主动报告;领导上发现了也不及时予以追究、处理。出版方面更属混乱,以致失密泄密事件,仍时有发生。为了纠正以上缺点及具体贯彻中央全国保密会议各项决议,特作如下决定:
Since the organization conducted the work in accordance with the instructions of the Central Government in May last year, this Council has all achieved certain achievements in confiscating organizations, establishing systems and checking work. Confiscation and leakage have gradually diminished. However, some leading cadres did not take any serious and responsible attitude towards this work or did not want to go to work in charge of their work. Some cadres’ thinking was paralyzed and their concept of enemy hostility was lacking. Some even thought that there was no secret to guarantee that the system was not yet complete and the system was kept confidential. The scope is still not clear. Therefore, cadres lack sufficient regular and comprehensive confidential education and the implementation of confidential work is confined to only a small number of local minorities (confidential cadres), but it can not be fully implemented. The appointment of confidential personnel has not always been strictly chosen and scrutinized They should be appropriately equipped according to the code of preparation. The cadres should spread the secret information, the procedures for handling the telegraph and confidential documents are not rigorous, the phenomenon of the loss still exists, or even be lost without taking the initiative to report it. The leaders find that they are not investigated and dealt with promptly. It is even more chaotic in publishing. As a result, confidential leaks still occur. In order to correct the above shortcomings and concretely implement the resolutions of the Central National Secrecy Conference, we hereby make the following special decisions:
