深圳是在邓小平同志倡导下,全国最早建立的经济特区。伴随着特区经济的高速增长,口岸建设也得到了迅速发展。建立特区前,深圳只有罗湖和文锦渡2个小口岸。1979年,从深圳口岸入出境的人员只有565万人次,入出境车辆只有9.1万辆次,进出口货物只有127万吨。建立特区后,中央、省、市政府十分重视口岸建设,16年来,共投资20多亿元人民币,兴建新口岸和改造老口岸。目前,经国务院批准的一类口岸12个,二类口岸5个,初步建立起了海、陆、空俱全的口岸格局,架起了通向国际市场的立体“桥梁”,有力地促进了对外开放。1995年,入出境人员达5670万人次,比1979年增长95倍,占全国的51%;入出境车辆达850万辆次,比1979年增长83倍,占全国的75%;进出口货物4144万吨,比1979年增长31.6倍,占全国的11.3%。上述数字表明,无论从发展速度还是从具备的规模来看,深圳口岸已形成大口岸格局。 随着我国社会主义市场经济的建立和对外开放的不断扩大? 使得在计划经济体制下建立起来的口岸管理体制????
