最近,国务院印发《关于宣布失效一批国务院文件的决定》,宣布失效并停止执行506件与现行法律法规不一致、不利于办事创业、不适应经济社会发展需要的国务院文件。此举旨在推动简政放权向纵深发展,营造实施创新驱动发展战略、推动大众创业万众创新的良好环境,促进新经济、新动能成长。与带有根本性的国家法律法规相比,由中央政府及行政部门颁布出台的政策性文件,往往具有彼时彼地的民众诉求、发展需要与社会背景,其针对性、时效性显而易见。及时清理和废止时过境迁
