【摘 要】
：
为讨论利用土地经营权流转解决发生于各地的土地抛荒问题,文章坚持系统分析的方法,首先对发生土地抛荒问题区域内的“三农”现状进行了调查,并以调查结果为基础,分别从农民的理性和农业生产过程是价值增殖过程两个角度阐述了以土地经营权流转解决土地抛荒问题的理论依据,且文章在理论分析的基础上专门就以土地经营权流转解决土地抛荒问题的思路在农村实施中可能存在的问题进行讨论并提出解决方案,实现了实践与认识的辩证统一.
