把握五对关系——坚持经济建设与人口、资源、环境协调发展。西部地区是国家生态屏障之所在,而大部分地域生态基础脆弱,在大开发中始终坚持协调和可持续发展方针,具有特别重要的意义。从总体规划到重大项目、重大举措,都既要核算其直接的经济效益,更要考虑其引发的环境生态效应,以全面可信的科学评估作为决策依据。对能源、矿产资源特别是不可再生的重要资源开发,要瞻前顾后,合理确定开发规模,保持必要的战略储备。
Grasp the Five Pairs of Relations - Persist in the Coordinated Development of Economic Development and Population, Resources and Environment. The western region is where the national ecological barrier is located. However, most of the region has a fragile ecological foundation and has always been adhering to the principle of coordination and sustainable development in its great development. This is of special significance.
