In order to further clarify property rights, broaden market access regulations, broaden investment financing channels, Shanghai has introduced a series of policies and measures to improve the living environment of small and medium-sized enterprises, which has created favorable conditions for the development of SMEs. At present, Shanghai’s SMEs with a registered capital of RMB 50 million or less have shown new features in terms of investment, industry, operations, and benefits. The extensiveness of investor participation is a significant feature of the development of SMEs in Shanghai in recent years, and the pattern of diversification of investment entities has been truly established. In the case of public-owned enterprises, in 1995, Shanghai’s diversified investment in joint-stock cooperative enterprises accounted for only public ownership.
