全球化的浪潮席卷而来,在工业化、市场化、城市化以及现代化的发展趋势下,我国区域性公共问题迅速滋生、蔓延,从而掀起一场区域公共管理的革命。这一新型的治理形态,要求政府打破行政区划的种种枷锁,建立健全行政区行政的制度与机制,在坚持可持续发展以及构建和谐社会的呼声中奠定区域公共管理制度的基础并构建出其政策框架。
Under the trend of industrialization, marketization, urbanization and modernization, the regional public issues in our country are rapidly breeding and spreading, thus setting off a revolution in regional public administration. This new form of governance requires the government to break through the shackles of administrative divisions and establish and improve the system and mechanism of administration in the administrative regions. It has laid the foundation of a regional public management system and built its policy framework in the call of sustainable development and building a harmonious society .
