政府首先要对社区卫生服务站进行定性、定位。只有定性准确,任务明确,才能做到“有的放矢”。社区卫生服务站应该是公益性福利事业单位。政府对社区卫生服务的投入也就是两个方面:一是房屋和基本医疗器械设备等硬件方面的建设。二是医务人员的工资、技术培训等软件建设。对于社区卫生服务站的医务人员也应像对待教师一样,工资待遇按基本工资加绩效考核工资发放。实行收支两条线,人员工资与工作任务的质量和数量挂钩,与医院经济收入脱钩。
