针对当前我国社会组织活力不足的问题,党的十八届三中全会提出“创新社会治理,激发社会组织活力”的要求。独立性是社会组织活力的重要表现。当前,我国社会组织依然没有摆脱对政府的依附性关系,其中依附性最强的当属准政府组织。本文基于依附性人格,从准政府组织内部网络结构来分析准政府组织依附性的种种表现,揭示准政府组织依附性衍生的问题,探究准政府组织依附性产生的主要原因,并提出改善准政府组织独立性的相应对策。
In response to the current lack of vitality of social organizations in our country, the Third Plenary Session of the 18th CPC Central Committee put forward the requirement of “innovating social governance and stimulating the vitality of social organizations.” Independence is an important manifestation of the vitality of social organizations. At present, the social organizations in our country have still not got rid of the dependency on the government, of which the most dependent ones are the quasi-governmental organizations. Based on the dependent personality, this paper analyzes the performance of quasi-government organizations based on the internal network structure of quasi-government organizations, reveals the problems derived from the dependence of quasi-government organizations, explores the main reasons for the dependence of quasi-government organizations, Corresponding Countermeasures of Organizational Independence.
