邓小平的行政法思想内涵丰富。就发挥行政主体作用、实现党政分开问题,邓小平在职能、机构、领导体制、管理过程、领导方式等方面提出了具体思路;就政府依法行政问题,他提出了加强立法、建立责任制为核心内容的“十六字”方针;就监督行政问题,他提出要加强监督立法和监督体制的建设。邓小平行政法思想的形成,来源于他长期的革命斗争与党和国家行政管理工作的实践,对我国法治政府的建设和行政法学的发展有深远意义。
