In 1927, the National Government laid Nanjing, Nanjing’s capital construction thus kicked off. In January 1928, the National Government set up the Capital Construction Commission and the National Capital Architect Office to set the capital construction plan. At that time, some people proposed to use “Big Berlin, Greater London, Greater New York, Greater Tokyo” as a blueprint and advocate that a new city should be rebuilt outside of Jinling. 192
