“三集五大”是国家电网公司在其战略发展规划中重点提出的建设目标,各地供电企业也通过自身对规划中的路线理解,通过建立统一的管理标准、管理模式、业务流程,构建一体化的信息平台,不断加大资源重组整合和集约调控力度,提高人、财、物核心资源的集中度和调控力,来实现国网公司统一布局及发展目标。本文描述了在“三集五大”建设目标背景下,某电力企业输电线路工区进行集约型建设有益探索,通过信息化平台建设,建立科学的奖惩机制、优化人员职业能力评估、加强绩效考核等措施,深化对工区各项日常工作的扁平化管理,最大限度地发挥管理人员的管理水平和决策能力,从而达到管理简约化、绩效考核科学化、应急反应迅速的管理目标。
“Three episodes and five major corporations” are the construction goals that the State Grid Corporation of China puts emphasis on in its strategic development plan. The integrated information platform will continue to increase resources reorganization, integration and intensive regulation and control, and increase the concentration and control of human, financial, and material resources to achieve a unified layout and development goals of the State Grid Corporation. This article describes the usefulness of the intensive construction of transmission lines in a power company under the background of the “Three Sets and Five Majors” construction goal. Through the construction of an information platform, a scientific rewards and penalties mechanism is established, the assessment of professional capabilities of personnel is optimized, and performance evaluation is strengthened. Such measures as deepening the flat management of various daily work areas in the work area and maximizing the management level and decision-making ability of the management personnel can achieve management objectives of simple management, scientific assessment of performance, and rapid response to emergencies.
