湖南省新化县是个有名的贫困县,经济基础差,1993年全县财政收入仅7436万元,严重制约了全县社会和经济的发展。1994年在财政部和省财政厅的关心和支持下,调整了工作思路,从改善基本生产条件入手,积极培植财源项目,理顺财政体制,加强税收征管;把财政扶贫与财政工作紧密结合起来,有效地带动农民增产,财政增收。通过几年的努力,1998年县财政收入完成1.12亿元,首次突破亿元大关。
