国务院对更新改造投资作出规定 1.限额以下项目须由有关部门计划单列审批,投资500～300万元的项目,要报主管部门备案。 2.企业生产发展基金须按规定留足,主要用于设备厂房更新和技术改造。 3.用于更新改造的银行贷款作为指令性指标执行。 4.自有资金存入有关的专业银行,先存后用,企业当年用不完的资金由银行调剂,可贷给自有资金不足的企业,用于完成规定的更新改造。 5.更新改造的重点放在降低能源、原材料消耗和提高产品性能,增加出口创汇能力和适销对路产品上,不再在原有的基础上扩大生产能力。
State Council on the renovation and transformation investment 1.
