成立于1955年的中国科学院学部,在走过了30个年头的风雨历程后,于1984年1月召开了第五次学部委员大会,迎来了中国科学院学部蓬发展的新时期。从那时起,到1994年6月召开第七次院士大会,其间整整十年,是中国科学院学部和学部委员明确性质、职能,学部委员改称为院士,建立院士制度,完善学部领导体制,参照国际惯例和根据中国国情,逐步与国际科学界接轨的十年,是通过三次选举,增选了一大批学部委员(院士)和首批外籍院士,使增选工作逐步走向制度化、规范化、国际化的十年,是学部委员重振雄风,学部工作再创辉煌,进一步发挥学部和学部委员(院士)作用的十年。
