经济发达地区、部分矿业主及企业所获得的丰厚经济利益,往往是以牺牲资源富集地区和所在地居民的利益为代价的。建立科学合理的补偿机制和理顺资源产权体制,是四川资源开发利用做到“即造福当代,又惠及后代”的基本诉求之一。这种补偿包括对自然的补偿、资源所有者以及资源所在地及其居民的补偿,补偿标准对自然而言应以保持和发展良好的生态平衡为基准,而对所有者和所在地居民的补偿,则应以三者之间都获得合理的利益为原则。
