读了《参考文献著录缘何难以规范》一文,有些看法也想谈谈,以期引起讨论。笔者认为,参考文献著录难以规范的一个重要原因是:“实施标准的原则”被忽视。实施标准应当注意:(1)已有与国际标准相对应的国家标准时,应按照国家标准执行。(2)尚无与国际标准相对应的国家标准时,可参照国际标准执行。(3)在综合标准中,凡涉及单项标准的内容应按单项标准的规定执行。(4)凡标准已有修订本的,应按最新修订本执行。在国家标准中,只有 GB 7714-87《文后参考文献著录规则》是关于参考文献著录的单项标准。因此,根据上述原则,参考文献的著录应按 GB 7714-87执行。这个标准不完善,可以提出修订意见。有些内容 GB 7714—87中没有规定,也可以参照与之相对应的国际标准 ISO 690—1987(E)《文献工作——文后参考文献——内容、形式与结构》中的相关
