为了贯彻三中全会精神,把工作着重点转移到四个现代化建设上来,以适应国民经济调整、改革、整顿,提高八字方针的要求,把医药工业的质量管理由单纯检验转变到设计过程、生产过程、准备过程、使用过程的全面质量管理,国家医药管理总局特干7月21日～29日在北京举办了全面质量管理学习班。参加学习的学员来自全国16个省、市56个单位共108人。学习内容包括以下几个方面:(1)国内外质量管理的发展概况;(2)全面质量管理的基本内容和要求;(3)质量管理基本方法、管理统计及其应用。学习期间还邀请有关同志介绍一机部推行全面质量管理的经验和西南合成厂摸索全面质量管理所得到的一些效果;参观了清河毛纺厂,听取了全面质量管理的经验介绍。
