业务上相互联系的一群企业,在特定空间地理位置上的集中,就构成了产业集群。在当今世界上最发达的区域,无论是美国硅谷,还是意大利的许多产业集群,都归属于专业化产业区(industrial district),在国际学术界称之为柔性生产综合体(flexible production complex)。目前,我国的产业集群与世界先进水平相比仍处于较低水平,无论产业集群的规模、实力都不足以与强大的国际竞争对手相匹敌。面对日益激烈的全球化市场竞争环境,有必要对产业集群的发展规律及其创新机制与政府作用,加以理论探讨,以指导我国产业集群的培育和发展,增强我国产业集群的国际竞争力。
The integration of a group of companies in business with each other in a specific geographical location constitutes an industrial cluster. In the most developed regions of the world today, many industrial clusters in the United States, both in the Silicon Valley and in Italy, belong to the specialized industrial district and are referred to as the flexible production complex in international academic circles. At present, China’s industrial clusters are still at a relatively low level compared with the world’s advanced level, regardless of the size and strength of industrial clusters are not enough to rival the powerful international competitors. In the face of an increasingly fierce global market competition environment, it is necessary to discuss theoretically the development law, innovation mechanism and government role of industrial clusters so as to guide the cultivation and development of China’s industrial clusters and enhance the international competitiveness of China’s industrial clusters.
