2014年10月,党的十八届四中全会胜利召开,会议审议通过了《中共中央关于全面推进依法治国若干重大问题的决定》(以下简称《决定》),明确提出了全面推进依法治国的指导思想、总体目标和基本原则,吹响了我国依法治国的新号角。国家高新区自上世纪80年代末、90年代初成立以来,就担负着“科技体制改革先行军、科技与经济融合试验田”的角色,在30多年的试验过程中,历经“市政府的派出机构、两免三减半税收政策、一区多园空间托管”等一系列改革与政策试点,在经济建设、城市发展、创新驱动等方面取得了历史性的成就。
