一、基本概况目前,在我国的基本建设中遇到的首要问题是资金紧张;与此同时,又存在着资金使用效率低、资金严重浪费的现象。特别是在一些大中型建设项目中,超概算已是普遍现象。因此,如何降低工程造价、提高投资效益是人们普遍关心的问题。衡水发电厂是国家和地方共同投资兴建的大型电厂,一期工程装机2×300MW,工程于1993年12月开工,二台机组分别于94年、95年投产发电。一期工程国家能源部电规[1993]178号文件批复工程总投资189795万元;调整后根据电规[1996]228号文件批复的概算289000万元;比原概算净增99205万元。其中:
