怎样才能使档案在经过各种自然灾害之后仍能安全保存下来呢?较有效的方法之一,是把重要的档案搞成两套,分库保管。所谓两套档案,实际上两套中只有一套是工作中自然形成的经过文书处理程序的档案(以下简称第一套);另一套是代替档案使用的复制品(以下简称第二套)。两者严格说来,一个是档案,一个是资料性的东西,內容基本相同,作用不完全一样,前者能作为“证据”,后者只能作一般的查考利用。但是,有了第二套应付日常查考,就便于确保第一套,要第二套的目的是保护第一套——档案。什么样的档案需要有第二套?一般地说,重要全宗的永久保管的档案。所谓重要全宗,主要是指首脑机关、要害部门和重要单位。为什么是永久保管的档案?因为
