山东省临朐县上林镇政府研究制订了一系列加强农村集体资金管理的措施,取得了明显的成效。一是明确了村集体资金村有镇管的范围。凡是集体资金,包括村提留、各项承包费、土地征用补偿费、上级拨款、奖励以及其他收入,全部纳入镇经管站统一管理,实行村有镇管。同时规定,凡是村集体经济组织实现的有价证券一律纳入镇经管站统一管理,不能及时兑付的有价证券,
