老工业基地普遍存在着资源枯竭 ,环境污染严重的问题 .为此 ,鞍山市在传统产业中加大科技投入 ,实行二次能源的综合利用 ,加快产业结构的调整步伐 ,即在三次产业结构中突出发展绿色产业 ,以实现老工业基地的可持续发展 ,从而取得初步成效 .
