新的《中央和国家机关差旅费管理办法》(以下简称《新办法》已于2014年1月1日起正式实施,与2007年开始实行的《中央国家机关和事业单位差旅费管理办法》(以下简称《旧办法》)相比在住宿、补助、审批等条款方面都有所变化,与广大公务员利益息息相关。下面基于《新办法》出台背景,通过与《旧办法》对比分析,就如何解读和理解《新办法》相关条款,结合实际工作中的运用谈一些想法。
