北京发展成人教育的措施是:(一)解放思想,转变观念,推进成人教育的改革和发展。 要转变成人教育只是普通学校教育的拾遗补缺,是一个时期权宜之计的观念,树立成人教育是传统学校向终生教育发展的一种新型教育制度,是当代社会经济发展和科学技术进步必要条件的观念;要转变成人教育“奉命办学”的观念,树立面向经济、面向社会、面向市场需求办学的观念,要转变按传统学校教育模式办成人教育的观念,树立直接有效地为经济、社会发展服务,为广大社会成员参加灵活多样、实用有效教育提供服务的观念。要克服“经济要上,教育要让”的错误思想,纠正削弱成人教育
