为了进一步总结实践经验,建立完善促进农民及农业组织异地创业的长效机制,龙泉驿区委宣传部成立了课题组,课题组经过大量调查研究,分析认为必须在深入实施统筹城乡、“四位一体”科学发展总体战略大背景下,树立“有限空间无限发展”的理念,坚持“市场引导、农民自愿、要素整合、政策鼓励、互利双赢、和谐发展”思路,充分利用龙泉驿区水果种植的技术优势、种源优势和市场优势,大力实施拓展区外发展新空间、跨区域整合资源的异地创业战略,创新推进本区经济社会又好又快发展。
