党的“一把手”即党的各级领导机关和工作部门的主要负责同志。他们不仅在党内担负重要职务,而且有的还在国家政权机关中担任重要职务。他们在党内监督中既是监督者又是被监督者,既是监督的主体又是监督的客体。对他们的监督既是重点又是难点。研究和探讨党的“一把手”在党内监督中的地位,对于加强党内监督,正确实施党内监督,发展党内民主,维护党的团结统一具有十分重要的意义。
The “top leaders” of the party are the chief responsible comrades of the leading organs and work departments of the Party at all levels. Not only do they hold important positions in the party, but some hold important positions in state organs. They are both supervisors and supervisors in party supervision, which are both supervisory subjects as well as supervisory ones. Overseeing them is both an important and difficult task. To study and explore the position of the party’s top leaders in the supervision of the party plays an important role in strengthening inner-party supervision, correctly implementing inner-party supervision, developing inner-party democracy and safeguarding the party’s unity and unification.
