2009年1月7日到2月底,《国家中长期教育改革和发展规划纲要》开展了第一轮公开征求意见工作。本文为作者对此纲要就特殊教育问题提的建议,发表时有所删节。据悉,截至2月28日,《规划纲要》工作小组办公室共收到电子邮件、信件1.4万多封,网民通过教育部门户网站发帖1.1万多条;各界人士在社会网站、高校校园网上发帖210多万条。本文便是这些多少万分之一。但所有关心特殊教育的人,都无法忽视一位一线特教老师的意见和建议,因此刊发,以供交流。
