建筑业是淮安市的传统产业,虽然起步早,但发展较为缓慢。1978年,全市建筑业总产值还不足2000万元,80年代中后期,才相继涌现一批“高、大、难”工程。“十一五”以来,淮安建筑业发展高歌猛进,主要经济指标均以20%左右的比例上升,建筑业已成为淮安市重要的优势产业、富民产业和支柱产业,为淮安市国民经济社会的快速发展和工程项目的实施作出了积极贡献。同时,淮安建筑业仍然存在不少问题。主要表现在:一是综合实力不够强,二是建筑业企业结构不合理,三是自主创新能力较弱,四是人才缺乏,五是建筑市场仍不规范。
The construction industry is a traditional industry in Huaian. Although it started early, its development has been slow. In 1978, the city’s gross output value of the construction industry was less than 20 million yuan. Only in the late 1980s did a batch of projects of “high, big and hard” emerge one after another. Since the Eleventh Five-Year Plan, the construction industry in Huaian has been marching forward with the major economic indicators rising at a rate of about 20%. The construction industry has become an important predominant industry, a wealthy industry and a pillar industry in Huaian City. It has become the national economy and society of Huai’an City Rapid development and the implementation of the project made a positive contribution. At the same time, Huaian construction industry still has many problems. Mainly manifested in: First, the overall strength is not strong enough, and second, the structure of the construction industry is irrational, the third is weaker independent innovation, the fourth is the lack of talent, and the fifth is the construction market is still not standardized.
