全方位开拓上海冶金利用钢材总厂是市冶金局属下的一个拥有600余名职工的大集体企业,一个典型的“二全民”。长期以来,利钢厂主要是代上海冶金局执行冶金部废钢上交计划的“废品回收站”。在计划经济体制下,该厂专营废钢收购、利用和出售,日子过得还不错。然而步入90年代后,市场经济浪潮无情袭来,1992年废钢回收计划指标从以往的6万吨减少至4万吨,1993年进一步减少到2万吨,这意味着该厂的利润要减少一半左右,全厂一半以上的职工将成为“富余人员”。 The all-round development of the Shanghai Metallurgical Utilization Steel Plant is a large collective enterprise with more than 600 employees subordinated to the Metallurgical Bureau of the city, a typical “two people”. For a long time, the Ligang Plant was mainly responsible for implementing the “scrap recycling station” of the Ministry of Metallurgical Industry’s scrap delivery project on behalf of the Shanghai Metallurgical Bureau. Under the planned economic system, the plant is specialized in the acquisition, utilization, and sale of scrap, and life is not bad. However, after entering the 1990s, the market economy wave broke. In 1992, the scrap recycling program was reduced from the previous 60,000 tons to 40,000 tons, and further reduced to 20,000 tons in 1993, which means that the plant’s profits should be reduced. About half of the employees in the entire plant will become “reserve personnel.”
