企业实行全员租赁,全体干部职工是承租主体,排除了企业外部人员承租企业的可能性,故一般认为不宜采取招标租赁的办法,并且无需财产抵押。笔者认为,这种看法值得商榷。事实上,实行招标租赁的目的是择优挑选租赁企业的带头人,全员租赁企业同样需要择优选拔企业当家人(即全员承租代表),因此,全员租赁也可以实行招标,只不过招标范围局限在本企业内部。实行财产抵押的目的是使承租主体承担经营风险,加大经营压力和动力,因此,全员租赁与个人或合伙租赁一样,也可以实行财产抵
