城市住房问题是困扰经济发展和城市化进程的一大难题,其实质是公共住房问题,即中低收入阶层等困难群体的住房保障问题。因此,如何有效提升公共住房政策执行力,是当前各级政府公共服务和社会管理职能的集中体现。本文采用以模糊数学理论为基础的多层次模糊综合评判法来评估住房政策执行力,不仅解决了地方政府现在正遭遇的瓶颈问题,还为执行力的评估提供了一种科学、准确、易于操作的工具,具有方法学上的意义。
The issue of urban housing is one of the major problems plaguing economic development and urbanization. In essence, it is a problem of public housing, that is, housing security for disadvantaged groups such as low-income families. Therefore, how to effectively improve the implementation of public housing policy is the concentrated reflection of the public service and social management functions of all levels of government at present. In this paper, a multi-level fuzzy comprehensive evaluation method based on fuzzy mathematics is used to assess the implementation of housing policy, which not only solves the bottleneck problems that local governments are experiencing now, but also provides a scientific, accurate and easy-to-operate The tool, with methodological significance.
