On April 11, Dahl, a non-governmental environmental protection organization, asked Natural Discovery and the International Network for the Elimination of Persistent Organic Pollutants to publish a report jointly with several environmental organizations, claiming that the market’s mercury content exceeded the standard of 23% of the total number of spot-checking cosmetics. The survey, targeting 477 whitening and freckle cosmetics purchased on the market, was used by environmental groups to quickly detect mercury, arsenic and lead in products using a handheld X-ray fluorescence analyzer. According to Jozef Digenggi, IPEN’s senior science adviser, the surveyed equipment is consistent with the laboratory test results and is used by officials from the Chinese Academy of Sciences, the Ministry of Education, and the U.S. Food and Drug Administration .
