9月12日—14日,本刊编辑部随同黑龙江省民间组织管理局局长杨晓光对哈尔滨市、大庆市和齐齐哈尔市等地社会组织建设与管理创新的观察之旅,至今让人振奋、令人回味。虽说经济比不上发达省份,但这片黑土地却超乎我们的想象,正在成为社会组织成长的沃土。这里的社会组织工作也如黑土地般质朴,不为追求量的增长而硬性孵化,一切只从社会需求出发,这是社会组织前行的原动力,也是政府扶持的出发点。因为有了如此坚实的基点,这里才会成为社会活力迸发的热土。
