群体事件中存在一个普遍的现象,即政府对自身角色没有清晰认识和定位,而成为众矢之的。什邡事件中存在三组关系组合,分别是政府-自然、政府-企业、政府-公民,政府处理群体事件的角色分析理应在这几组关系中进行。政府-自然组合,侧重于政府在自然资源开发利用中的角色,要求对公民健康生存权的保障;政府-企业组合中,政府容易与企业关系太近而忽视百姓的切实利益,政府-企业的角色定位要求政府在企业、公民之间保持一个适当的远近距离,保障公民对发展成果的享有权;政府-公民组合中,实际是政府对待公民权的问题,侧重对公民民主参与权的保障。什邡事件的思考维度是很多的,在转型期中国,群体性事件是值得研究和重视的。
There is a common phenomenon in mass incidents, that is, the government does not have a clear understanding of and position on its own role and becomes the target of public criticism. There are three groups of relations in Shifang Incident, which are respectively the role analysis of government-natural, government-enterprise, government-citizen, and government dealing with group events should be conducted in these groups of relations. Government-natural combination, focusing on the government’s role in the exploitation and utilization of natural resources, requiring the protection of citizen’s right to health; in the government-enterprise combination, the government tends to be too close to the enterprise and neglect the practical interests of the people. The government- Role positioning requires that the government should maintain an appropriate distance between enterprises and citizens so as to protect citizens ’enjoyment of the fruits of development. In the government-citizen combination, the government actually treats citizens’ rights as the guarantee of democratic participation. There are many thinking dimensions in Shifang incident. In the transition period of China, mass incidents are worth studying and attaching importance to.
