高新技术企业如何管理人才

改革开放以来,特别是进入21世纪,我国加入WTO以后,人才问题在企业里日益突出。但是,在这个过程中,由于经验的缺乏和认识的局限,加上一些舆论的误导,不少企业在对人才的培养、使用和认识上也曾出现了一些问题,如重学历轻实践,重高层轻基层,认为人才流失是“人往高处走”就是奔高收入去,是人性使然,全不考虑人有多层次的需要,没有努力用事业造就人才、用环境凝聚人才、用机制激励人才、用法制保障人才,营造良好的环境。去年年底召开的全国人才工作会议上,中央领导同志从全局和战略的高度,提出人才资源是第一资源。牢固树立人人都可以成才的观念,坚持德才兼备原则,把品德、知识、能力和业绩作为衡量人才的主要标准,不唯学历,不唯职称,不唯资历,不唯身份;牢固树立以人为本的观念,把促进人才健康成长和充分发挥人才作用放在首要位置,努力营造鼓励人才干事业、支持人才干成事业、帮助人才干好事业的社会环境。党政人才、企业经营管理人才、专业技术人才是我国人才队伍的主体,要坚持三支队伍一起抓等一系列重要思想,为我国人才队伍建设指明了方向。“本期关注”栏目发表了三篇从不同角度探讨人才队伍建设的文章,希望结合全面学习贯彻中央人才工作会议精神,把企业人力资源建设提高一步。 Since the reform and opening up, especially in the 21st century, after China’s accession to the WTO, the talent issue has become increasingly prominent in the company. However, in the process, due to the lack of experience and the limitations of understanding, coupled with misleading opinions by some public opinion, many companies have also experienced problems in the cultivation, use, and understanding of talents. The high-level grassroots people think that the brain drain is “going to the heights” means running high-income, which is caused by human nature. It does not consider that people have multiple levels of needs, and does not endeavor to create talents with the cause, condense talents with the environment, and use the mechanism to motivate Talents, legal system to protect talents, and create a good environment. At the National Work Conference on Talents held at the end of last year, the central leading comrades proposed that talent resources be the first resource from the perspective of overall situation and strategy. We must firmly establish the concept that everyone can become talented, adhere to the principle of both morality and ability, and regard morality, knowledge, ability, and performance as the main criteria for measuring talents. We must not only have academic qualifications, do not hold job titles, do not have qualifications, and not only identity; we must firmly establish a people-oriented principle. The concept of promoting the healthy growth of talents and giving full play to the role of talents is a top priority, and efforts are being made to create a social environment that encourages talented people to do business, supports talented people into their careers, and helps talented people do their jobs well. Party and government personnel, enterprise management talents, and professional and technical talents are the main bodies of our country’s talent team. We must adhere to a series of important ideas such as the three teams, and point out the direction for our country’s talent team building. The “Concern this issue” column published three articles discussing talent team construction from different angles. It is hoped that the spirit of the Central Talent Work Conference will be comprehensively studied and the enterprise’s human resources construction will be further improved.
