经实地查勘及深入调查研究,确定了新沂河治理应遵循“导沂整沐,沂沐合流”的治水原则和开辟新沂河专线排洪的治水方略。在具体做法上采取了“筑堤束水漫滩”的行洪方式,这样,工程量小,见效快,又为以后扩大排洪出路留有余地。为此,采取的治理措施是:(1)平地开河,漫滩行洪;(2)加固续办工程,提高行洪标准;(3)因地制宜,多种措施,治理堤基渗流;(4)采取裁、截、导、挑的综合处理措施,治理沐西险工。
