湖南省地矿局468队职工医院,从1986年以来,由为职工服务转向社会开放,经济效益一年比一年好。1988年这个医院对外服务经营收入达14万多元,除去人员工资、奖金外,还向大队上交了利润4000元。1989年实行内部承包经济责任制,全院定员35人,定对外经营收入18万元(队上补贴2万元),除全院职工靠对外经营收入解决工资、津贴、奖金外,还向大队上交利润1.05万元。医院面向社会开放,实行承包后,出现了以下变化: 1.调动了医务人员的积极性,开办了日夜门诊治疗。有的主动下乡下厂为群众看病,上门为职工打针、送药。改变了过去那种有病人看病,无病人看报,重病号往外地送,反正工
